i also did a test with ruby, seems to be no problem there, however, perl also only complains with -w.

$ LC_ALL=en_US.UTF-8 perl -we 'require 5.006;'

$ LC_ALL=de_DE.UTF-8 perl -we 'require 5.006;'
Version string '5,006' contains invalid data; ignoring: ',006' at -e line 1.
