Some build behaviour should be more or less relaxed depending on whether the build mode is set to experimental, build, or stable. The immediate example is automating the replacement empty sfw-incorporation manifest, which shouldn't be in all cases but is a speed bump that should be cleared for anyone trying to hack around (as opposed to doing release engineering).
