[illumos-Developer] Adding fields to the issue tracker for the gate

With issue numbers approaching triple digits, I think it is a good
time to add fields to the issue tracker to help triage and locate
issues. I'd love to be able to cross-reference related CR #s and or
defect.o.o IDs in the issue tracker, especially if an issue is
shadowing a Bugster CR or d.o.o bug. Also, being able to tag issues as
"bite-size" or as having architectural impact would help get the bugs
seen by the right people. I would also suggest adopting some Bugster
attributes like "reported against" and "fixed in".
