Go for it.  I actually know just enough spanish to review your work for
correctness -- in fact I was going to do it myself.

It would be good if you try to cover the other es_* locales too.  There
are a bunch of them.

To start, look at the locale data that FreeBSD ships.  Basically those
databases are what we use in illumos, although there are some scary
Makefile and packaging hacks...  the job is not quite a small one, but
apart from the Makefile voodoo its not deeply technical either.
