[illumos-Developer] Tracker bug for removing the need for a closedbins tarball ?

I like this kind of bugs because it helps manage the work, e.g. in
this case it defines the large bug (e.g. "we still need a closedbins
tarball") and points to the hordes of smaller bugs which cause it...
... if we should not file tracker bugs... what should we do then as
alternative (neither Redmine, BugZilla or Perforce ever developed an
alternative - they all use bug dependicies) ?
