It seems that you confirm my arguments for defining boundaries for 
consolidations. Unfortunately, Sun did do it in a different way.

I would expect a base OS source to contain everything needed to compile the 
base OS source. In this case, we yould also need to include the "Netscape 
portable runtime" sources - not just the related include files.
