[illumos-Developer] Moving /usr/sbin/ping out of pkg:/network/ftp

It think having a separate package for every tcp/ip tool is a bit of an overkill and inconvenient to install. 

I think it makes more sense to build the tcp/ip base suite.   Maybe in a package called pkg:/network/tcpip
