[illumos-Developer] how closed get into a build

In reference to https://www.illumos.org/issues/363 I found one place,  
where kbdcomp is referenced inside an illumos source tree:

usr/src/pkg/manifests/text-locale.mf

However, after a build, msg_mail contains information, that kbdcomp is  
in proto area, but not in manifests. I've also found that it is  
mentioned in:

closed/README.ON-BINARIES.i386

Anyone has an idea, how kbdcomp is copied into proto area?
