[illumos-Developer] Webrev: Updated "oce" driver drop from Emulex

Emulex have kindly provided an update to their Solaris driver for use on
illumos, which offers support for their latest hardware and fixes a few
bugs.

I would like folks to review this:

FWIW, I think this driver is the same as what is integrated into Solaris
11 -- fortunately Emulex retained all their own IP, so they were free to
share this with us, and they have kindly done that.

A timely review is appreciated.
