[illumos-Developer] webrev: 1242 libwrap has undefined symbols

Added file libvars.c defines two variables, which should be defined by
libwrap consumers, to fix at least some instances of GNU configure,
which doesn't define them when linking against libwrap (rrdtool's one,
for example). Same was done in FreeBSD 12 years ago, and I hope it
proves that this solution is reliable.
