This is the second thing I found out while working on KLM.
The vebrev below adds code that makes it possible to handle T_ADDR_REQ
ioctl (generated from, for example, svc_cots_kcreate()) in ticotsord driver when
datablock type is M_PCPROTO (default one).

New tl_addr_req_ser() is baed on tl_info_req_ser() and has the same
behavior if endpoint already has entered its close routine. In this case
both functions just release message.
