The files using 2010 are wrong, (the existing ones, too.)  It's a
namespace version, 2008 is the only one.

pkgfmt both checks that a manifest is in the canonical form, with -c,
and without -c, will munge a manifest into that form. 

Run pkgfmt manifests/system-library-schily.mf and it will be updated in
place.
