[illumos-Developer] HEADS UP: new process when nuking closed bits

I should have announced this earlier, as Rich Lowe rightly pointed out.

If you are working on a closed bin replacement, or otherwise arranging
for bits that are currently in the closed bins to *not* be used anymore,
please add the paths of these bits to the file
exception_lists/closed_bins

This will suppress the files from being extracted from the closed tree,
and there for also suppress certain build warnings, so that you can get
a "clean" nightly build without warnings caused by conflicting bits in
the closed tree.
