It's not replacing any, it's brand new.  It (and much of the rest of
path.h) is there for compatibility with BSD and Linux systems, who
reasonably could expect a complete <paths.h>.  I'm sorry, I should
have mentioned that in the initial message.  That's why I did these as
separate changesets, think of them as "Introducing a BSD/Linux
compatible <paths.h>" and "Making use of it in #850"
