[illumos-Developer] Questions on the ISC DHCP server

I've built the latest ISC DHCP server with the intention of installing
it on my home network, to replace the Sun DHCP server.  We rely on the
ISC server at work, but I've used both.  I'll also be creating an SMF
manifest and method for this service and packaging the whole thing.
I'd be happy to contribute this to the illumos project, but first I
have a few questions.

o Should this be part of illumos?  It is a server application, rather
  than a user application.  I see that the Sun DHCP server is in the
  ONNV consolidation.  I couldn't find the DNS server there.

o What should the installation directories be?  In my current
  configuration, the executable is in /usr/sbin, the config file is
  /etc/dhcpd.conf, the pid files are in /var/run, and databases are
  in /var/db .  The Sun DHCP server uses /usr/lib/inet,
  /etc/inet/dhcpsvc.conf, and /var/dhcp .  The DNS server uses
  /usr/sbin, /etc/named.conf, and /var/run/named .

o Is there a documented procedure for creating an IPS package from a
  newly-built product?
