[illumos-Developer] RTI #416 iscsit responses truncated to 1 PDU

mail_msg, hg out -v and hg pbchk are attached

tested as in bug description.
created 255 iscsi targets, then discovered from ubuntu host:
$ sudo iscsiadm --mode discovery --type sendtargets --portal 172.16.7.1:3260
no errors, get list of all targets.
without this fix discovery request failed if there were more than 118 
targets (in my case)
