[illumos-Developer] webrev: remove vestiges of libc_i18n.a

This is bug 842 on illumos.

I've tested this using a full nightly, run twice.  I *did* rebuild the
tools tree (ensuring that there was no vestigal mkclosed to be
referenced) as part of this.
