[illumos-Developer] HAL with RBAC

The only two things that I've seen in OpenIndiana that depend on the
PolicyKit shim are HAL (which my patch addresses) and gnome-power-manager.
I've removed libpolkit completely from my system and apart from
gnome-power-manager not working it's still perfectly usable.
